In late July, while enjoying a fishing trip with her family off the Florida Keys in the Atlantic Ocean, Tampa mayor Jane Castor encountered an unexpected sight. As reported by local publication Tampabay, a drifting bag caught her attention.

Sea Surprises: Illicit Finds Raise Eyebrows

Upon closer approach, it became glaringly apparent to Jane that the contents of the drifting bag were none other than cocaine. With nearly three decades of experience working for the Tampa Police Department, including eight years in narcotics and six as chief of police, she was well-equipped to recognize the illicit substance.

Jane and her family managed to haul the package aboard their boat, which was approximately the size of a microwave oven and meticulously wrapped in layers of plastic. The unveiling of the package revealed a series of tightly packed blocks, each adorned with a distinctive blue and purple butterfly pattern.

Subsequently, the U.S. Border Patrol officially identified the contents as 32 kilograms of cocaine, valued at approximately $1.1 million in the street market.

Just the day before, another boater had stumbled upon a bale of marijuana weighing one-and-a-half pounds off the coast of Islamorada in the Upper Keys.

Earlier in the same month, more instances of illicit finds occurred at sea. In a separate incident, boaters discovered 40 kilograms of hashish off the coast of Marathon City. Simultaneously, another boatman retrieved 28 kilograms of cocaine from the water, the packages of which featured imagery of the Eiffel Tower.

In the midst of oceanic excursions, unexpected discoveries brought attention to the persistent issue of illicit substances being found in Florida waters.
